When I was in the Young Marines, my authorities told me my younger brother and I werent going to get promoted in rank because if the other parents objected, they would all take their children out of the program. My older brother received the highest award and was promoted to Lance Corporal straight out of bootcamp. We didn't think anything of it at the time and we understood. If one family had hoarded all the promotions, even though they were the best soldiers in the platoon, then chaos would have ensued and the organization would have collapsed.
