  1. I thought the point was that if an alien civilization or us were listening in, no matter the attenuation, the signal would stick out from background radio noise due to it being structured, and we would keep getting noise from it

  2. apparently they don't really want to rebuild the telescope like it was, instead they want to build an array of dishes in the crater to take advantage of the limited noise around the area
