theoretically the steel used for making warships today is superior to the krupp and STS of ww2, we just don't tend to manufacture it in the ludicrous thicknesses of ww2 armor, but that's more of a technical limit, the machines that make such steel might even be from the 30s and 40s since those giant steel mills such as Bethlehem still exist. The technology you'd have the hardest time reconstructing would be the guns, since all development on massive guns basically stopped once ww2 broke out. The Iowas were relying on their spares to stay in service since that infrastructure was completely gone. I'm not even sure we'd want to make guns the same way as any new century battleship would be computer designed from the start and we have much much better technology for fabricating very large components, the issue would be one of cost and commitment, look at the zimwalts, they have these big guns, the biggest we've fitted since the iowas, and we couldn't make the commitment to build shells for its guns
