Right idea, wrong execution. Ballistic missile submarines were still slightly out of their reach. I think its laughable that they thought like 3 bombs would have been worth the effort, the doolittle raid wasn't really successful strategically itself and that was several squadrons of bombers dropping their own spicy rocks, this would have been a trio of spicy rocks
