  1. depends on what era you're in and who you are. the US ought to have learned after the civil war that coastal fortification of the US coasts was just impractical, but we kept up building guns anyways. Its not till ww2 that coastal fortifications really become a detriment to their operator's health unless in a very defensable position

  2. my only guess is pirates could have gotten ahold of some of those CSA ironclads built in europe but ironclads are expensive to operate at that point and piracy was dying off at that point
