  1. problem is with refits is you basically rip the ship up down to the deck and rebuild it back up. The lack of ships kind of also made refitting the nelsons (and hood) impossible since they needed them constantly deployed to wave the flag at the increasingly ill tempered neighbors. ironically, had they been able to build all the ships they wanted at the tonnage they wanted they could have pulled the nelsons to refit and also not build these compromised ships
