  2. There's some funny things like this when you go writing these sort of definitions into laws. Recently it was pointed out to me that in DOT regs to be able to use Dangerous placards in a load that contains just 1 hazard, a driver could toss a bottle of water in the back of the trailer and bam, suddenly 2 classes of items, thus they can use the lazy dangerous goods placard instead of a specific hazard placard
