  1. in theory, a purpose built, nationally supplemented cargo ship could work, maybe the only way it could work, since it would require state level international agreements to allow nuclear cargo ships to travel to european ports. The biggest hurdle really is the crew since current merchant mariners are not usually the best and brightest, outside of a few critical roles. the previous era of nuclear cargo ships also failed because they weren't container ships
