illegal but not enforced sadly. I just signed a similar in the contract at my current job, it wasn't a forced nda but more a suggestion, but still in there. it wasn't as bad as some jobs I worked but the culture is still there with HR and the lawyers to do it until they get caught.

every talking head that says "Just negotiate with your boss" has never tried working outside of the types professional jobs where that works. Nowhere I've ever worked bar one company, did the boss have any power over pay scale, I left a job because even though my boss tried all he could, he couldn't follow through on my contract-to-hire position because the corporate headquarters had changed owners and was going to freeze all positions for the next year so I was going to be stuck working for less pay than my coworkers for an unspecified time until they'd convert me after working there for half a year knowing I'd have been converted to a full position with full pay and benefits

the thing is I got to a point where I was in a job making enough that the only reason to move was salary and they knew they were essentially buying me out from my employer, its such a weird step up that somehow makes interviewing easier too

the stupid thing is, you (hopefully) eventually get to a point where the only thing they can entice you to leave for another company is benefits and compensation, so they lead with that. The current employer I'm working for essentially did that. I had an office and while didn't exactly like the job, was getting paid pretty well, so they had to offer me a position paying at least as well with at least as good benefits to bring me on, and they did. I lost the office but got more vacation, and a 10 minute commute
