I don't really buy that. obsessively centralizing government power is the traditional fault with Russia, and in fact it was the continuation of that under Putin that truely killed its current democracy. Russia could be federalized and divided into various states, which each elect their own government, and representatives to a federal legislature but Putin's first 'reform' was to remove the ability for regions to elect their own governors, returning to the system where moscow picks the governors of each state for them
