Gary was a planned city, and the steel mill has been floundering nearly since it was built. its just that the United Steel Works is still one of the few places that can take iron ore and process it all the way to steel. Gary's problem also has to do with workers being able to live anywhere else and still work at the mill because its not even that close to the mill compared to what you'd find in pittsburg, cleveland, or even chicago
