  13.  @ryanbarker5217  For god's sake Ryan, deal with what?? People saying she did this, she not doing that, where is the beef? You talking about its attorney general's job to deal with it? Deal with what? What exactly are you accusing her of that requires the AG to "deal with it?" I am just asking, as you can tell, I do not know what you are talking about. I see people all the time talking about she should go to jail. OK, for what? Brig a tough, take no BS from anybody mayor. She got to go to for not taking any sh*t from nobody? That’s what I see. You and the rest all up and against her, and I am trying to figure what's she done? Now, her arch enemy, had her house shot up in a drive by, blame that on Henyard. Town clown bars get raided and closed down, because they doing things they not supposed to be doing, but she not having them arrested, it’s a just stop what you're doing raid. All the good citizens participating in that yelling and screaming about her out of control. One learned person, crying about not getting permits refuses the have her architectural plans approved according to how the town's rules say they should be approved, and she refuses to let city inspectors on to the property for inspection. She scared of being shut down. And she smart to do that, I saw on the TV a hole in the roof of one her tenants in the mall, that has a waterfall when it rains. She has a lot of people on her side as she cries about not getting her permits and having to have her plans properly evaluated. See, that is what I am talking about. Where is the corruption? Just show me and I'll believe, if I think she has committed crime(s). See, in order to be corrupt you will have to commit a crime, and all I'm asking of anybody is show me where she committed a crime. That's why the AG not arresting her. I noticed in a few meetings her lawyer sits right next to her, so she don't make no mistakes, and that is why people angry, she too smart!

  22. The Alderman has the makings of a plan to stop the violence. It's not enough. Right now, Lightfoot and her police chief have zero respect from criminals gunsels of Chicago. The criminals hear blah, blah blah. My opinion, call a state of emergency and allow police to identify and stop criminals on streets, in their cars, on their bikes, on their motocycles, stop them talk to them, frisk them and if the gun is found, in addition to the already existinig gun laws, an automatic 90 days incarceration in a facility farthest away from where they live. Do this enough you will save lives. Criminals will think twice about carrying their guns. This is not an original idea it is tried and tested by NYPD undercover unit. It worked to bring a reduction to gun violence, but supervision became lax over the years of success and they got sloppy and broke the rules and were disbanded. You have entirely too many criminal demons skipping around the community armed with guns ready to kill children and anybody else they feel like. Lightfoot is a lips flapping do nothing and her police chief serves her. The Alderman plan is a start of a plan, but it has to go further to act swiftly too get guns off the street, you have to make it a high risk to be caught with a gun if you fit the profile. Yeah, naturally you'll have to profile. No Chinese shooting people, you know who i s shooting. Get em and get them off the street. Don't treat the victims ensure there are no victims. When there is a victim it is too late! Lightfoot is a BS artist and she is good at it. How does she have any support with that death rate? I hear she is countering with the crime rate is trending down. OK, that's good, keep up the good work. Now, about criminal gun violence when are you actually going to do something to stop the shooting? Maybe setup East German style road blocks where everyone is examined before proceeding. Might cause killers to think twice about taking their guns on trips. Lightfoot has to do something. Call in an expert or something, like Ray Kelly, let him take look and make some suggestions, if they sound good, put the police chief in charge of traffic and let Kelly get killers of the street. Just a suggestion.

  26. "Freeman's subpoena appears to be legitimate for the bankruptcy fraud, but the other one seems more like a fishing expedition. Disciplinary records? 29 personnel files? There may be a chance of uncovering corruption there. It's quite interesting, isn't it? Remember how they went after Trump with such military-like precision? A swarm of agents to retrieve a box of records. And here, in Dolton, it took four FBI agents to deliver a subpoena. I was innocently taking pictures of the train station on my way home from the university, and suddenly I had agents on my doorstep questioning me about it. It's absurd! I am not, nor have I ever been, a terrorist. But that didn't stop soomeone from recording my license plate and calling the FBI. Well, it seems that Henyard's group is tight-knit. Let's see how they hold up. Is there a possibility of secret drug dealers among them? Because if they find someone involved in something wrong, they might try to turn them against the others. My question is, why didn't the Dolton trustees contact the Georgia Bureau of Investigation? And why is the FBI stepping in and bypassing the Georgia Bureau of Investigation when it comes to municipal employees and their disciplinary records, especially when no charges are suspected? It just doesn't seem right." And another thing, and I heard the reporter say this. The subpoenas are supposed to be returned by May 13, 2023 for the Grand Jury??! Wha? That don't make no sense. How is the federal proscecutor when he only get the documents the dat before the Grand Jury?? What? He going to be up all night looking at eveybody's personnel records?? The feds are acting very suspicious, is my opinion. Now Dolton got lawyers, but where the corruption charges on the supoenas.

  30.  @jmichna1  Well Johm, first let me say that is really a good question. I just looked up the word apologist , and dang if you didn't hit the nail on the head, and extraordinaire, just give me a second to soak that in. OK. Unfortnately, I have no personal contact or relationsip with Ms. Tiffany. I think the first time I saw her she was in full fury. I found this to be curious and I wanted to know more about her. So, soon I began to learn of her trial and tribulations as the mayor of Dolton In the context I was seeing her, it was from the internet at meeting they have, and so, it only showed her in opposiiton. The people were really disrespectful and hateful toward her. There were accusatons of corrupption and calls for her to step down. I'm from NJ and I'm about an expert of discerning corrupton from a public figure we've plenty over the years that have had their greedy hands out and got arrested and jailed. Also many famous politicians across the Hudson River, in NY go to prison for criminal ways while serving the people. I did not detect that in Ms. Tiffany. What I saw, which was easy to recognize, because it is like seing a unicorn, there are not many at all around, so it's easy to recognize one. Not only was she a leader, based on the stories I had heard, but she was a tough old broad, and I say that respsectfully. She sits in her seat and hears the worst vindictives against her and her name, and would take it, no shouting out it's a lie, it takes a lot of intestinal fortitude to take getting cussed out every meeting and maintain your civility, well not a 100% of the time but most of the time. There are many scurri;ous accusations against her, and they have called the authorities to come and arrest her. There is a situation about reciepts, that I am not really clear on. Its about information on what has been spent, but they want reciepts like when you balance a check book. They filed a Writ of Mandamus against her and the court sent it back because there is someone directly responsible for the finance process whose name they left off. They were told to attach that name and resubmit the Writ. That is goin to take same time. She is a college graduate in Business Administration and she is a tough cookie, and lasyly, she is fun! She calls herself Super Mayor and she has over a thousand billboards up and around the city of Dolton and Thorton, where she is the town supervisor of Thorton Township, also. So, it's simply an admiration thing, I know about leadera and recognize leaders when I see them, and most women in leadership positions don't impress me as a true leader, Ms. Tiffany does. So, that's it. Interesting times in Dolton.

  35. In the state of Georgia, USA, both cities and city officials, including mayors, can be subject to liability in various situations under both federal and state law. However, they are also immune from certain types of liability under specific circumstances, Here are some key points regarding liability and immunity for mayors in Georgia: Sovereign Immunity: • Municipalities and their officials are generally immune from suit, except to the extent that sovereign immunity has been waived or in specifically limited circumstances. • Sovereign immunity can be waived by action of the General Assembly or through a city’s purchase of liability insurance. • Cities, counties, and their employees and officers may be held liable for torts (wrongful acts) under the principle of “respondeat superior.” Absolute Immunity for Legislative Function: • City officials, including mayors, have absolute immunity for acts taken as part of their legislative function. • This means that when they perform official duties related to policymaking or legislative decisions, they are protected from liability Section 1983 and Qualified Immunity: • Under Section 1983 of federal law, municipalities themselves do not have immunity. • However, there is no immunity for municipalities under Section 1983, which allows individuals to sue for violations of their constitutional rights. Qualified immunity, which protects government officials (including mayors) from individual liability for actions taken in their official capacity, is a separate concept from sovereign immunity. In Georgia, qualified immunity specifically applies to individual actions taken by government officials, including mayors. Thank you for the clarification! You’re absolutely right. Qualified immunity is indeed not an absolute shield, but it does offer protection from civil liability for government officials when they carry out their official duties. Let’s delve into this further: 1. Qualified Immunity: o Purpose: Qualified immunity aims to strike a balance between allowing officials to perform their duties without fear of constant lawsuits and safeguarding individual rights. o Case-Specific Evaluation: Courts assess qualified immunity on a case-by-case basis. o Reasonableness Standard: Officials are shielded from liability if their actions were reasonable and did not violate clearly established constitutional rights. o Scope: It applies to both criminal and civil cases, but it primarily pertains to civil liability. 2. Absolute Shield?: o Not Absolute: Qualified immunity is not an absolute shield. It doesn’t automatically protect officials from all claims. o Exceptions: If a mayor’s actions during official duties are criminal, grossly negligent, or clearly unconstitutional, qualified immunity may not apply. o Constitutional Violations: If a mayor’s actions violate an individual’s clearly established constitutional rights, qualified immunity won’t shield them. In summary, qualified immunity provides a nuanced balance, considering the context of each situation. While it offers protection, it doesn’t guarantee an absolute shield for government officials, including mayors. Ref: Bing – Interrogatory, 10 am – 02-15-2024

  39. OK, I'm an outsider, with only nominal facts of the situation, but here is my 2 cents. The Village Trustees have not been able to control, Missy Mayor from since when. They voting for an investigation? Really? And who do they think is going to conduct that investigation? Now, I understand the state AG is threatening, an has been for months, now looking for something I thing doesn't exist, and now the FBI, has its snout in the process, an its not clear to me how this has reached their federal purview, but nonetheless they announce, they investigating, again looking for documents I am sure do not exist. The citizen, called her "Tahoe Tiffany" based on the money she spent on a big truck. OK, the truck was expensive, but, she has a lot of security police and the truck has room for quite a few of them, so it might be that it was a good investment. There is the situation of many city vendors selectively not getting paid, one because he fixed a meal for one of the Village Trustees, obviously that was a political no-no. Quite a few others, haven't been paid either, but here is the funny part to me. In the months I have followed this, I have never heard the term Village treasurer or Chief Financial Officer. That would lead me to believe that the Mayor had final say on how money is spent. OK, now everybody want an investigation, on how the money was spent. Why? Are you saying she stole the money? Incompetence is not a crime. Lacking financial management skills is not a crime, now the Village Trustees have stirred up a hornets nest of authorities to come in and find illegalities and criminality, and the question should be, is there any of that? What you got here, is a woman who won't show her cards! TV media comes in, and really can't get into to her with probing questions, when she answers a question, with a queston, by saying is there any other questions? That was ridiculous. Mayor did you hear my question?? Should have been the response, and you chase that rabbit down the hole on video, you have the leverage, she does noot want to be seen being evavsive. But, she gave him a sweet little old smile and slid right out of it. He had her on the ropes, and he let her go. I understand, small town where she's the boss, he don't want to push too hard. My analysis, Hilliard is impressively smart, politically, and her leadership skills are on another level. The Village Trustees have been hammering at her for as long as they have, and she struts in and she struts out, and in between she battles, And she do what she do, and that's it. Now, from what I have seen, I don’t see a town falling into disorder, So it appears the public business is getting done. Lastly, she is supervisor of another town and I have not heard a single issue about any shenanigans from them. Maybe they have some insight to share. Hilliard is still the mayor and I don't see bracelets in her future Only way to beat her. will be at the ballot box, and she's got that covered also. She is a formidable political foe.

  46.  @ronchase474  OK, I did not see that, but is that not one of the main issues. The Board is asking for paperwork showing a $7M deficit, so, how they know it is $7M if they do not have the paperwork that shows them that is how much it is. Here is what I understand. The Board has the receipt for bills, but they want what occurred at the time of sale, sort of a balancing of the books, so to speak. I'm now speculating, I have no independent information on this supposition I offer. They are refusing to show the credit card receipts that will individualize each purchase. Like part of the Vega trip had a $9,000+ outing for the group. The Board got the bill but, has no idea what the bill accounts, they need to know what was purchased. That is what they are not getting and they won't get. theoretically, they were on official business, the Dolton people were on official business, so the mayor having authority on the trip, some may say over board, or excessively with all the amenities, it can be surmised by the receipts that the Board is looking for. However, and again, I have no independent knowledge at all, does the law say that the Board needs more than the actual bill? Can they not ask the issuers too present the paperwork they are asking for? I don't see Henyard doing anything illegally. Being indulgent is not a crime, it might present ethical issues, but this paperwork issue, to me is not clear. Now the Board is very upset, the calling the whole world to come war down on the mayor. Forces are saying she is being investigated, but for what? The Board has what they need to do the town business, the have billing statement, I am surmising, so what is it Henyard has that is so required. My understanding IS, the Mayor is not signing off on paying bills for some reason is another issue. That again is a Board issue that I don't quite understand.
