  2. Your problem is a negligent police chief. Those officer are a direct reflection of im and his training. Thier lack of restraint is purpoeful. They injured a bystanding and cared less. These men have adrenilin and they are out of control. This is what mace is for. everyone should sue and the police chief should be fired along with those maniac cops. This is a problem with a clear solution.
