There's no infrastructure,land prices are even higher than western europe in countries with 1000$ gdp per capita ,high regulations,currency regulations except rand and CFA franc ,most people don't care,governments aren't interested AT ALL,they'd rather take bribes from mining companies,coups,terrorists controlling huge chunks of some countries
