  1. The only things that might work, in conjunction with cash to help pay for children, is mandatory DNA testing and the elimination of divorce, or at least no fault divorce. Then you have to reverse DEI and start putting men into better salaried positions so that they can both attract a wife, and be a provider. All of those things together might have an impact. maybe.
