I think shooter wanted to prove himself as a good marksman. Maybe he never meant to hit Trump. I think he did intend to create chaos, a war, as did T who clearly used this as a photo op & an opportunity to create frenzy in crowd. T was not frightened, he was flying on adrenaline.
