  1. 39:30 i think it's a clear psycho-emotional (even if illogical) overcompensation for previously mentioned real-crime-going-unpunished. people see lack of action here and so they demand more of it there, even if the two are separate matters if you think of it. there is a common saying in russia that the severity of the law is offset by the lack of its enforcement so to speak. in this case i think it's the same principle, but applied backwards.
