  1. just sort possible candidates for a permanent visa (not neccessarily h1b) into desirable/nondisirable groups or tier and then take in unlimited number highest tier of people. like if you are an engeneer or a doctor with 5+ years of experience then in you go, with out indentured servitude contract bs. you don't need to legally force these people to keep on the employment, believe you me, that's what they want and will pursue in the first place. and people who are willing to move across the world are extremely motivated to do so.
