  1. you can't really say that "kgb does not exist any more". you can't simply change the abbreviation, but keep all the staff and policies in place, and say it is different. if that is not enough, then the fsb itesf has a medal celebrating a 100 years history of state security having all the abbreviations - from nkvd and mgb to kgb and now fsb - present on it, aknowledging full continuity of their "mission".
