  3. for many people it makes sense to learn english and some neighboring language, so that russian girl knows belarusian, germans may know french, african girls know languages from around their place and so on. americans are doomed in this respect - their first language is already english and half their neighbors speak english natively (canada) and the other half will do too for you (mexico). which leads to total lack of need and effort.
