if you're speaking of a specific budget then you should compare same price platform including mb and not only cpu (not only mb but good enough mb for that 5.1ghz overclock).

building and upgrading all my pcs for decades, all these "advice" and "rules" seem extremely out of touch with reality. you upgrade gpu if there's not enough fps, everything else you usually upgrade when you're building a new rig. and that happens when there's money to be spent. that's it.

before deciding on the budget and gpu price one should define requirments (resolution and fps). with 1080p 60fps gaming it well may be that you don't even need 2060kooc and 1660s is fine for 2-3 years. meaning that 1000 budget is overkill.

gaming vs non gaming is not about capability to do work. it's about budget distribution. in any gaming pc you'd expect to spend 40-60% on a gpu while in workstation it depends and gpu part may be close to zero.

i don't know shit about shit and how your 120v system affects wattege and stuff, but 600w pc, tvs, radios, alarm clocks and such is minor wattage. you can put 5 regular pcs in one outlet and it's going to work just fine for days.
