  1. concrete doesn't have to be liquid. so yes, you can't level 10 inches with concrete but you won't be able with wooden structure as well - same problem of 10 inches high step. so if your goal is to just flatten it without leveling then it won't be up to 10 inches of concrete, it only will be 1-2-3 inches tops. and they can do it (uneven flat floor) with half-dry variation of concrete. it's not "pouring", it's laying.
