@TheImperatorKnight My brief research hasn't led where I hoped. I am aware that there were in fact very few Waffen S.S. at this point in the war. I shall leave this comment up for a day and then delete it. However, do please keep an eye out for the smoking gun. Georg von Küchler is where I would start looking. TLDR; Goering + Schmidt + Kuechler - Good Comms = Rotterdam

Deliberate of course. The only people asking this question are 1) the lazy or ignorant who don't or can't research this 2) nazis.

@TheImperatorKnight Kesselring wasn't involved in the decision. It was Goering himself backed up by Kuechler, who overcame Schmidt, who then signed on. Kindly verify but that's my brief online research from today (2 hours 2 languages). Dutch is close enough to English that when you've learned German you can puzzle it out, and google translate for the language pair English-Dutch is probably very good because those are close languages.
