Russia tended not to evacuate civilian populations: partly because the blitzkrieg was fast; partly because no sense jamming up the roads which should be used to bring in supplies troops and ammunition; partly because the people left behind the enemy lines would become partisans. So, nope, no evacuations. There was one exception: Stalin did evacuate Jews from the baltics once it became clear that they were being exterminated. Stalin also internally deported ethnic Germans living in Russia (Wolgadeutsche). Russia demands you stay in place: TO KILL MORE FASCISTS hahaha the brutal beautiful terrible logic of war. This (along with weather distance and marshes did i mention rasputitsa?) is why Russia ALWAYS wins home games. Last person to conquer Russia was literally Genghis Khan but even he only transformed Muscovy into one of the Khanates more effective client states. (Russia sucks in an away game which is why we should lure them into attacking somewhere, anywhere) hi China!

  2. Probably your statistic is overly generous and/or includes internal deportations. Stalin most certainly did evacuate Jews once it became all to obvious they would simply be murdered. Mostly however, no, apart from internal deportations. Sure, vehicles going into combat zone with troops and ammunition might well have transported out either key personnel or children maybe even women. Most refugees even in W. Europe fled on foot. This isn't to argue against Stalin's choices or the Russian/Soviet war efforts. But there was no mass evacuation of civilians in Sevastopol, Leningrad, Stalingrad, or anywhere else. Individuals, sure, but an organized effort? Aside from Jews and internal deportations, nope. если хочешь доказать твой правда здесь, я читаю.
