Better trained and led armies tend to fight as often as possible in the rain and at night. This is because rain muffles sound and obscures vision allowing you to get up close and personal before helping someone else see God... More or less badly trained and badly led armies curl up in a ball and cry for their mommy in bad weather and at night which is also why we tend to fight in the worst weather and in the dark. Badly trained and badly led armies can't fight in such conditions. They work in the rain all right.

"sub units in the Kampfgruppe could ask their superior for instructions" that's not really how it works. German doctrine at the time and U.S. current doctrine gives enormous initiative to the small unit commander. Superiors set general goals subordinate go out and fulfill them as best they see fit. Also your description of the chain of command appears to ignore that the USSR deeply distrusted their units, hence the lack of radios and hierarchical strict rigid and thus inflexible leadership styles that got them massacred in 1941 and 1942. Platoon and company commanders are almost certainly going to be too busy to ask for specific instructions in a well led and well trained army and should not need to.
