  1. I have just tested this for you and my phone charger shows 0 watts when the phone is unplugged from it, (using one of these power meters). In actual fact it does consume a tiny amount of power, too little for these power meters to measure. A few pennies worth per year. The charger remains cold to touch when plugged in but not actually charging a phone. There are other good reasons for turning chargers off when not in use though (surge protection / fire risk / not causing arguments with your husband etc..)
