  14. What good is it to build a structure and put beds in it when you have ZERO health workers for said beds? That's what the problem is. You cannot produce a trained health worker in 12 months. When authorities refer to "lack of beds", especially ICU beds, the understanding is there's specialist staff that goes with them and for ICU the number required for 24 hr care is high.
