  1. We don't need to do that in Ontario our schools (and teacher qualifications) are excellent.

  2. Ontario teachers require 5-6 years of University and face stringent competition and some years of temporary contracts before they get permanent status. Without grades in the 80s, a student teacher doesn't stand a chance at a job. And these grades are not easy to achieve in our universities. The teacher's degree (after a bachelor's degree) takes 2 years. My daughter teaches grade 6 and earns 98K.
