Cavalry cannot charge if he plants spikes or has men with spears waiting for them.
He was known to use barbarian cavalry, and had Roman cavalry at his disposal, which he could have used to intercept or distract the enemy, letting his engineers complete the walls which Romans were known to do in a relatively short time.
Wooden walls don't last long against fire arrows but there are ways to prevent fire damage, like using hide and making sure they are wet, or plating the walls with something perpetually fireproof.

Using the terrain to his advantage he could counter enemy archers. If he went through Mesopotamia by a river, he could easily use that as a natural wall, and cavalry archers would be limited in their options.
Persians relying on cavalry archers is ironic considering the Mongol devastation was thanks to cavalry archers. Mongols took down Russians with ease because Russia is mostly vast plains like in Ukraine. Western and Central Europe allow the defenders much more power to succeed against those like the Huns. After all, in Gaul, Huns were defeated by Romans and barbarian allies, and Huns struck more terror into the Roman psyche than any Parthian or Persian ever did.
