The executive appoints the heads of the NSA, the CIA and the FBI who are then subsequently approved by congress, the executive then has them execute his orders in the role held as commander in chief. So that means that either Obama was too weak to exert control over the deep state or that he did exert control and ordered them to spy on political opponents, either way it is bad and the deep state must be curtailed or dismantled in order to safeguard democracy.

So he had knowledge that Manafort was investigated for his connections to Ukrainian oligarchs, then this was used as pretext to to extend the warrant after the investigation was concluded with no charges being levelled at Manafort. Which means Obama was incompetent and unable to stop the deep state support for Kissingers favorite warmonger HRC.

I never claimed that I could prove he ordered it, but he is ultimately responsible for the abuse of executive power, if he was ignorant of the abuse it must have been due to incompetence and if you'll indulge me, Obama doesn't appear to be incompetent. Therefore I can make a qualified assessment that he was aware of this overreach and either allowed it to happen or he ordered it to happen.
