The Chinese new that Avenue luggage Left Behind would take quite a while to eventually get to you. So they sent it express balloon to make sure Joey and Hunter get their top secret information. Everybody knows that Joe can't remember anything and Hunter takes too many drugs he can't remember anything either. That's why they forgot their luggage, just like Aunt I forgot his laptop.
