Obviously. We can see Venus from here, right? It's a lot further away from us than either of these planets are from each other.

RE the Fermi "Paradox", we're definitely projecting again. Just anywhere on the map we haven't visited let's just draw a nice mermaid! Truth is civilization may well be an adaptive feature of the human species. We have no idea. I just wish we'd be a little more conscious about it sometimes. Projecting these sorts of tiny-brain, spritually dead "theories" onto the Cosmos sounds like about the most mindless thing we could be doing when we don't know anything, and will almost definitely distort our preconceptions in impractical ways should we ever actually find any exo life. My take is that 99/100 examples of it will be micro organisms anyway and 1/100 will be primitive life like worms to jellyfish. We're likely to spend the next billion years finding that over and over again. We are not likely to find any civilizations.
