  4.  @ElBellacko1  When you've spoken to all the witnesses you can after a shooting and the witnesses don't want to talk to police, well, you've done all you can for people who don't want to be helped. You also understand if cops solved more of those homicides then that "50%" in the 13/50 number goes up a lot higher, right?
