  1. So, I guess that there must be some kind of ulterior financial initiative behind the settler movement? Entice the settlers to occupy land with government subsidies, but the end goal is to eventually create a burgeoning tax paying demographic through income and property taxes. It's all about money in the end, unfortunately.
