It's not about the deterrence in the form that Rwanda is a bad place, but it's about making clear that there's no way "refugees" end up in UK. That's the deterrent. If they go from France to UK, they end up in Africa, and has to be safe there but not provide the same opportunities and comfort.

Guess why no one did that or something similar. In such a case governments would work on stopping this kind of activity.

Countries where "refugees" are being sent to should not be required to be safe, it's sufficient if the zones these people are being sent to are safe. This way of doing things should have started decades ago by all European countries.

The legal requirement that in needs to be checked that these people are safe. Legal protection, special status of refugees. Madness.

Why would Rwanda pull out?

This could only be done indirectly, based on how much somebody paid a certain amount of taxes or if that person has parents that paid a certain amount. Generally, refugees are protected by international "law" and have to be treated equally to the locals.

They have to go to outside of Europe. They don't belong anywhere here.

The same everywhere in Europe, people only start caring when things are obviously bad. I wonder how many were okay with hate against alleged "white nationalists" and "racists" before.

It's possibly baked into trade agreements and others. That's how the system was made to be hard to reverse.
