@SouthernGentleman The USCT wasn't founded for another 8 months after the signing of the Emancipation Proclaimation. And the 13 amendment doesn't make any exclusions for specific states.

@SouthernGentleman Yes I know Grant did sign the order. He did, however repudiate it. He also appointed more Jews to office than any previous president, and condemned human rights abuses against jews in Europe.

@SouthernGentleman Still though. If the emancipation Proclaimation was supposed to get Blacks in the Union army, why wait another 4 months? It was signed in Spetember 1862 by the way.

@SouthernGentleman Grant and Sherman were out in the West and they were having numerous successes. The 13th Amendment was passed by Congress in January of 1865, by then it was pretty clear that the south was done for. It was fully ratified by 27 of the 36 required states on December 6th, about half a year after the last Confederate general surrendered.
