But granted, I've seen NASA management dodge and weave and dissemble for ego, power, and budget reasons with the best of them.

I can imagine NO evidence-based argument that they do NOT exist. The only issue we are capable of addressing is whether what we ARE seeing can only be explained by ETI agency. So far I am completely unimpressed with the proposed evidence for that.
