That holds equally for all militaries, regardless of colour. OTOH, the Kremlin is deploying T-55 tanks to the line. Please acquire a sense of perspective.

Titanium ores are so abundant that they are in your daily lives, even including in your paint and toothpaste. The restricting bottleneck is transforming Ti ores through the Kroll process - and if we want more Tii metal: there's the choke point. On a similar basis:"rare earth" metsls aren't necessarily are 'rare'as you think. They ate typically combined hodgy-podgy, but are difficult to extract from one another without incuring major transformation costs, not counting overlooked environmental degredion. Getting the ores will.provide the RE metals we need, if we allow ourselves to produce them in a way that doesn't kill our factory workers... or we might let China dominate the market because keeping our workers safe is not cost-effective
