  3. France had a severe "baby bust"before WWII. After the war, the government made significant efforts to boost the birth rate. Families get major tax benefits, child care is widespread. Society says "we want mothers" and is willing to back it up. Other countries... not so much.

Instead, , the ores are mined on an industrial scale: DRC output of Co metal is over 60,000 metric tons/year. Also, the figures you use for the energy needed (and the associated pollution) involved in Aluminum production is for primary Al from bauxite; the energy requirement for recycling Al is much lower.
