There are many differences, but a significant one is that many imports are of raw materials and intermediate goods which are used in the manufacture of products exported from the US, thus putting American companies at a disadvantage in international markets, and costing American jobs.

Among other reasons this is a bad idea, is that it is extremely risky for public finances to depend on revenue sources which, by their nature, dissuade consumption and reduce the tax base.
