They are early on given small and/or dilute drink on special occasions - say, the equivalent of two shots of champagne at a wedding when the kid is 12. Quantity, frequency, and strength increase with the passing years. When it's legal to drink in public:no big deal. In contrast, Americans will often get roaring drunk on their 21st birthday.
