  32. Desalination is not some weird sector of our water supply. Millions drink where otherwise they go thirsty. But it is expensive, so far. Sea water/brackish water, must be pumped through a membrane - at some large energy cost. Direct transfer of motion might find designs where shoving salt water past a membrane might rely on basic kinetics without recourse to external spent energy.

I admit that I am not a rocket industrialist - but it strikes me that such touted savings were not to come from the r-use of booster rockets, but more from the infrastructure prior to and allowing launch. A failed commercial launch is a commercial risk - maybe covered by various insurance Names from Lloyd's: you're covered. A failed government launch would be politically toxic, and THAT then perhaps make the Feds more strenuously test and and document accordingly, more often and at higher cost.. That might not be Musk's business model; it might make sense to other launch entrepreneurs.
