Intel for over a decade has leaned on hyper threading performance to give them a competitive advantage over other CPUs without it. Instead of using that advantage to research single core performance and cores per chip they tried to optimize the hyper threading but they hit an upper limit. Now they're playing catch up with companies like AMD who invested heavily into per core performance and jamming as many cores into the chip as possible. AMD also embraced the ARM architecture which is the future as x86 is aging out. Right now Intel has a lot of ground to make up and has to do so quickly or risk becoming uncompetitive. Additionally, Intel like many other companies is using AI as an excuse for layoffs to try and make this look like a lateral strategic shift when in reality they're likely hemorrhaging cash and can't keep their stock appealing enough to get investments for future/catch-up RnD. Tldr they're a bunch of silly billies
