@treycotter the F-22 is being retired in favor of the NGAD. Doesn't make sense to keep multiple exclusive fighters in the arsenal when 6th gen is what the USAF wants. As you stated, congress wants operational replacements and will phase out the F-22 as they have done with every other airframe. This is all in the name of operational readyness requirements which states that some percentage of a squadron needs to be combat ready at any time.
