Back in the day (70s & 80s) the New Zealand government offered generous support to sheep farmers through an array of income support, price stabilization, and other subsidy programs, so farmers would, er..... tell porkies about how many sheep they had, because they got more money from the Govt, the more sheep they "had". In 1984, New Zealand had 70 million sheep and 3.2 million people. Then in 85, the government stopped its generous subsidy programs, and amazingly, quite by coincidence i'm sure, reported sheep number fell. ππ
