Theres a small costal town called Aramoana here in NZ, In 1990 a local guy, who had an issue with the neighbours kids, and other kids cutting across the corner of his land, went on a rampage that ended with 13 dead. Its known as the "Aramoana massacre". It started somewhat similar to your story, but got way worse.

  2. Because many suspects are armed and it can escalate into a shooting very quickly, the danger level is a lot higher than say, Norway or the Netherlands or some place like that.. I'm not from there but i would assume thats part of the reason.
