  1. This has got to be encouraging more people to make the journey to just off Libyan coast & wait to be picked up? Foreign Aid should be linked to return of migrants to a constructive job in their country of origin. Even if the Aid covered the full cost of training & wages it would be good value for money as the countries would get better homes, schools etc & men made useful
