  1. Where is the right to buy housing association properties that were former council houses? When a family buys their own housing association house, they are still housed in it! Low paid people have the incentive to keep working not claiming benefits. Housing association then has money to build new. If associations didn't get the full cost of a new houses they still end up building more houses & original families are still housed and won't need housing benefit when they are old
