There is nothing wrong with interested parties of all sorts, business, ngo, etc and foreign governments to present their cases to legislators - it has to be transparent and above board, with serious consequences for violations. Congress doesn't work in a vacuum, and an important aspect of their job is to listen to what varied interests have to say, agree or disagree. The alternative is bribing or clueless government

Also any foreign interest pac not registered as a foreign agent will be prosecuted
