  15. The US S KOREA and Japan were hell bent on helping NK normalize after the fall of the wall and the 1st nuke crisis of 93. They set up the korea economic development organization to help NK with a peaceful energy program. Gingrich a Republican led a change in congressional majority, and the Clinton deal died over the following years. As an aside, the NK leadership has no illusions about their predicament and US mercy.
